1.B_1:35pm President’s comments on the past year
On my doctors’ orders, due to my health I have to relinquish my position as president. I am appointing Claude Chiasson as interim Club president to fill out my term until Dec 2025. Claude Chiasson will remain as our treasurer.
Our 2nd Vice-President Ron Chamberlain has decided to vacate the position. Therefore, I appoint John Stewart as interim 2nd Vice-President until scheduled Elections in Dec. 2025. John has spent the last 5 years on the maintenance committee.
The president & secretary cannot be the same person; therefore, we require a new Secretary to function as a club. It is mandatory for the club to function.
Asked for volunteer interim secretary, basically must be fluently bilingual, good hearing, responsible for taking minutes at board meeting, signing corporate documents, etc.
No one present volunteered, we will actively seek some one from the membership.

Approval of the 2023 AGM minutes as posted on our web site.
Remark, this is to verify that the posted minutes of the last AGM reflect what actually happened. Are there any errors, corrections or omissions to the 2023 AGM minutes that were posted on our web site that must be fixed?
As they are no corrections, we need a motion to accept the minutes of the 2023 AGM.

2-A_1:45pm Reports by the Treasurer Claude chiasson
Personal Note:
My health, due to a mini stroke followed by a few concussions, my situation has improved in the last 2 months. Biggest hand to eye and difficulty with my hands. Can’t write long hand anymore, printing, typing, texting, e-mails & reports are very difficult. I cannot function properly as the secretary. Being hard of hearing doesn’t help.
As for treasurer, I’ve worked with financial spreadsheets & large budgets since 1980. No typing not required, just a numbers keypad. Hard to forget 45 years of work.
As for Interim president’s position, I have no issues taking on the position. Basically, I know how operate & maintain the club. Remember Sylvain & I were responsible for re-incorporating the club that had lost its charter for not reporting its status for 15 years.
Any questions from the membership?
There were none.
To speed the AGM Meeting up and save time, except for motions & elections we will take a more casual approach to the process. The membership in attendance will simply be asked to approve or disapprove with a show of hands.
2-B_1:48pm Financials (new year’s end November 30-2024 )
To note: we have changed banks from scotia bank to CIBC.
Better service, no fees and they offered EMT transfers.
New fiscal year Dec. 1st to Nov, 30th. To have it ready for AGM meeting.
The AGM financial report for 2024 only reported at the AGM meeting:
Finances for the year 2024 were reported and a printed financial summary of past 9 years was distributed to the membership to compare the financial health of the club.
Also note that detailed financials will not be reported on our web site. You must attend the AGM for this information.
3_1:55pm RANGE USE
Active shooters: 77, Visits: 428.
To note: In the future we will stop gathering statistics on shooters. It’s way too much time and effort. We will simply just keep the shooting logs 6 years for the CFO.
4_2:00pm RANGE IMPROVEMENTS
We spent approximately 170 hours or 21 days of maintenance on the ranges. This does not include work at home to prepare like sourcing unstamped lumber and pre-cutting wood for target stands.
3 New Range safety signs were purchased (inspection)
For the range certification, both range backstop slopes were cleaned up using a using back-hoe supplied for free by club member Caitlin Cavinaugh.
Steel roof was installed on the storage shed by 3 Step General Contracting for $920
A new/used porta-potty was purchased to replace the old one
5_2:02pm RENTAL AGREEMENT with St. Isidore Asphalt
As requested, we had St Isidore Asphalt added to our Liability Insurance.
Our 5-year rental agreement for the shooting range with Isidore was renewed for 5 years to Dec. 2028.
6_2:03pm INSURANCE Shooting Federation Canada
Our insurance rates are sky high
We have returned to our club policy of members only (NO guest shooters allowed)
7_2:04pm VISITOR, GUEST POLICY is revised for 2024
Originally the club was a member’s only club. We are returning to that policy.
ONLY PAID-UP MEMBERS ARE ALLOWED TO DISCHARGE A FIREARM AT THE RANGE SITE.
The only Exception are the member’s children from 12-17 years of age who are allowed to shoot if supervised by a parent.
Notes: Heated discussion as to why we were not having visitor fun shoots to promote new members. Claude C. (Secretary/Treasurer) stated that our insurance company the SFC covers only club members and any visitor shooters are not insured. A members stated most all the other ranges in province are doing it. Basically, other clubs are not doing their due diligence and are not reading their insurance policies. The members only policy remains in force.
8_2:22pm NEW WEB SITE
The original club site cost $6500 to set up and close to $1000 a year to operate. It was costly to maintain and not very user friendly to update site.
Mike Haywood, a club member set up a new cost-effective web site. There is a set up cost but after it is done it will be cheaper to maintain. Work on web site is ongoing.
He offered to maintain the site for us but is leaving for Calgary at the end of the tear.
We hope to have it up trouble free running by late December 2024
9_2:25pm 2024 RANGE INSPECTION
Both ranges passed the inspection with no issues.
Range inspections go from 1 to 5 years depending on the condition and state of the range.
We were given the maximum of 5 years to 2028.
10_2:28pm UNFINISHED BUSINESS 2024
Need to brush out & post new warning signs on our safety boundary. Not done due to wet conditions.
11 NEW BUSINESS for 2025
11–A_2:30pm MEMBERSHIP & Payments
Proposed rate increases of $10.00 for 2025 were cancelled.
Memberships forms will have to be filled out each and every year, no exceptions.
TO NOTE: We are now going cashless. Cash is too difficult & time consuming. Cash payments are too hard to keep track of and are not a good ideal for a not-for-profit club. We must account for every dollar and it’s difficult for cash payments.
In other words, we will accept only checks or money orders made out to Club de Tir Chaleur Shooting Club Inc. or, Interac e-transfer sent to: club-chaleur [@] outlook [.] com
Upon receipt of the membership form & payment, only then will a membership card be mailed out by Canada post to your address, allow 7-14 days.
We will not issue membership cards at the AGM meeting. Too complicated for bookkeeping and it interferes with the meeting.
11–B_2:35pm OTHER CHANGES / PLANS
We will be having scheduled board election at the next AGM in Dec 2025.
We plan to get estimates for forest fire insurance to include replacement cost for the buildings.
We do not plan to open the range road before May 1st at the earliest.
The main access road to the range gate must be down to gravel before we consider opening the road.

NEW ______ put policy in writing that Board directors get free membership for each year served including committee chair persons and maintenance volunteers.
NEW______ Membership from Dec 1st for 12 consecutive months
ADD_____ Modify 3A directors’ qualification to Vice President & Committee Chairs can be uni-lingual
ADD_____ Section 4c to elections: if a board member cannot finish his term, an interim replace can be appointed by the president until time of the next scheduled elections. There is a precedent for this set in 2015 by Treasurer David Roy.

12_2:40pm OUTGOING PRESIDENT SYLVAIN RICHER 2018 to 2024
Word of thanks to Sylvain RICHER
In 2018 Syvain Richer was elected as President. We had a 92m rifle backstop that would not pass the inspection without massive repairs.
Sylvain secured a 5-year lump sum rental payment from Bathurst City Police for $ 5,000 start up money, he then secured a sports club subsidy from the NB government that would pay back 50% of improvements made on the range. In 2018 we repaired the rifle berm for $16,000 and then in 2019 started on a 25m pistol range, gate change & storage unit. It was completed in 2020.
We spent a total $49,951 on construction and the club were refunded $22,695 from the sports subsidy.
This happened under the direction and effort of out President Sylvain Richer to expand & modernize the range site. We have reached the full potential of the range site due to physical land position. We cannot add or grow. It’s reached its full potential and all that is required is care and maintenance.
